“This is purely a matter of biology as humans have two heads or two thumbs (on one hand), just like snakes have two heads. This has nothing to do with mystical beliefs.

According to zoologist Soma Chakraborty, the two-headed snake is a single-eyed cobra (Naja kaouthia), commonly known as the ground cobra. They commonly inhabit fields, swamps, grasslands and forests in South and Southeast Asia.
“Tigers are venomous snakes and there is nothing mystical about them. There are many factors that lead to the formation of two heads, at the time of embryo halving, or it may be due to environmental factors,” said Chakraborty.
